Abstract

The availability of timely and accurate agricultural data is the foundation for realizing well-targeted agricultural policies. Since 2018, BPS has collaborated with the Agency for the Assessment and Application of Technology (BPPT) and the National Institute of Aeronautics and Space (LAPAN) which are now merged into the National Research and Innovation Agency (BRIN), Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (Ministry of ATR/ BPN), as well as the Geospatial Information Agency (BIG) are trying to improve the methodology for calculating the harvested area of rice through the application of objective measurement by utilizing advances in information and communication technology and the availability of high-resolution satellite imagery. This collaboration was manifested in an activity entitled "Integrated Food Crop Agricultural Statistical Data Collection Using the Area Sampling Framework (KSA) Method" or better known as the KSA Survey. The implementation of the ASF Survey for the rice commodity began to be implemented nationally in 2018. Field observations of the KSA Survey were carried out in the last 7 (seven) days of each month. Based on the results of the KSA Survey, the actual rice harvest from January to December 2021 was 17.159 thousand hectares or decreased by around 1,040 hectares (5.71 percent) compared to the rice harvested area in 2020 which reached 18,199 hectares. Meanwhile, rice production in Mandailing Natal in 2021 is estimated at 72.32 thousand tons of dry milled grain (GKG), or a decrease of around 2,042 tons (2.75 percent) compared to 2020 which amounted to 74.37 thousand tons of GKG. If converted to rice, rice production in 2021 is equivalent to 41.49 thousand tons of rice, or a decrease of 1,172 tons (2.75 percent) compared to rice production in 2020, which was 42.66 thousand tons. It also provides an overview of other rice observation phases, such as the preparation stage, the area of the early vegetative, late vegetative, generative phases, the potential for crop failure, the area of fallowed agricultural land, and the area of agricultural land planted with crops other than paddy.
