Abstract

Poverty measurement in Indonesia uses the concept of the ability to meet basic needs (basic needs approach), referring to the guidelines issued by the World Bank. Based on this concept, poverty is seen as the inability from an economic perspective to meet basic food and non-food needs as measured by expenditure. The main data source for calculating poverty in Indonesia is the results of the National Socio-Economic Survey (Susenas). In general, in the period March 2015-March 2024, the poverty rate in Mandailing Natal Regency tended to decline, although there were fluctuations in the number and percentage of poor people. Over the past 10 years, the poverty rate in Mandailing Natal Regency has decreased by 2.44 percentage points. The increase in the poverty rate in March 2020 to March 2021 was the impact of the Covid-19 pandemic phenomenon that hit the world, including Indonesia.
